Scalable Video Coding Shown to be State of the Art

Scalable video coding (SVC) was developed by the Joint Video Team (JVT) of ISO/IEC MPEG &  K( o: {/ o2 M7 P5 V
ITU-T VCEG in a standardization project completed in October 2007. The SVC enhancement of. f' }$ S) l" O- T7 K! [1 \
the AVC core design includes the specification of three scalable profiles (the Scalable Baseline,
: W# p/ I. Q( g! Q0 p! KScalable High, and Scalable High Intra profiles). It enables the construction of SVC bitstreams that
5 m( C  e; X- F" {* X. A% ncontain reduced bit rate substreams. The substreams can be extracted from the complete bitstream,
% S' c# s1 ?) Kthereby providing scalability in terms of bit rate, decoding complexity, and frame rate, spatial) f; i- L" x1 I( _8 g2 Q8 z
resolution, or quality. In typical cases, one or more of the substreams of the SVC bitstream will be5 [! |; d, u+ ]; i% ?
fully compatible with ordinary AVC decoders. Frame rate scalability (also known as temporal' d/ M, |- J& j" h( d$ B7 h6 c8 g
scalability) or spatial scalability refers to the presence of a substream with a lower sampling rate0 f4 V9 Q# S" G: t. s3 M* L
than the overall bitstream in terms of time or spatial resolution. Quality scalability refers to the% r1 P/ v. j0 k, L
presence of a substream with the same sampling rate as the parent SVC stream, but having a lower
, h- x/ ], N( j& v9 y6 X" |" Zbit rate with a correspondingly lower quality.
