question about pll noise ,thanks

we have designed a pll,with nearly 4ps RMS jitter with OSC measured. but with the Spectrum Analyzer ,the phase noise has the different value in the different frequency point .
! d: E" o3 G% l! s( Z8 M  n  |5 uwe want to know the different of the RMS jitter and phase noise: RMS jitter ,only a value ,but the phase noise has the different value in the different frequency point . why ?

phase noise是要看频移位置的，在不同的频偏处有不同的值，有谐波的存在。

  g+ X: H: J: f3 t" }- Land according to the test result, this relation is no true. why ?
